Objections were made by the G.P.O. to the production of overprinting of the Hong Kong fiscals due to the potential cost and the possibility that this might be viewed as a special issue for philatelists. In August 1920, however, the Colonial Office approved the overprinting of small key type fiscals with the words "Wei Hai Wei" along with a surcharged value of "ten cents". While techically these stamps are not 'China' overprints per se, their unique and rare status demands their inclusion in this exhibit.
